Public libraries once held a near-monopoly on books and information, yet visitor numbers in many cities have fallen sharply. Understanding why suggests how these institutions could matter again.

The principal reason is that their core service is now available elsewhere. A question that once required a trip to the reference desk is answered on a phone in seconds, second-hand books arrive by post within a day, and e-books and audiobooks can be borrowed without leaving home. A second reason is that many libraries have changed too little. Enforced silence, weekday-only opening hours and ageing collections suit neither working adults nor teenagers, and a building that feels frozen in time gives people little reason to visit when the alternative is instant and free.

Reviving them means selling something the internet cannot supply. The most successful libraries have repositioned themselves as community hubs: places offering group study rooms, author events, language exchanges, digital skills classes for older residents and noisy, welcoming children's sections. They also provide practical services that meet unmet needs — free wifi and a quiet desk for people whose homes have neither, help with job applications and government forms, and equipment such as 3D printers or recording booths that individuals cannot afford. Extending opening hours into evenings and weekends matters just as much, since accessibility determines whether working people can use them at all.
