Cities in many parts of the world are absorbing people faster than they can house them. This has serious consequences for residents, but a combination of planning and investment can protect their quality of life.
The most immediate effect is on housing. When arrivals outnumber new homes, rents and prices rise far faster than wages, and young workers end up living in cramped accommodation or commuting from distant suburbs. The second effect is overstretched infrastructure. Roads designed for a smaller population fill with traffic, hospital waiting times lengthen, class sizes grow and air quality deteriorates. Public services that functioned adequately a decade earlier come under strain simultaneously, which is why residents often feel their city is becoming less liveable even as it becomes wealthier.
Two kinds of response are needed. The first is to build differently within the city itself. Governments should require a fixed proportion of affordable housing in new developments and invest in metro and bus networks, following the compact city model in which homes, jobs and schools sit close together rather than sprawling outwards. The second is to reduce the pressure at source by developing satellite towns with genuine employment and fast rail links, so that growth is shared across a region instead of concentrating in one centre. Encouraging remote work has a similar effect at almost no public cost.
