Rivers and beaches in many coastal cities are increasingly choked with plastic packaging from take-away food and drinks. Understanding why this happens points clearly towards what governments and businesses must do.
The first cause is the explosive growth of the take-away economy. Food delivery apps have made ordering effortless, and every order arrives with a container, a bag, a cup and a straw, almost all of it designed for a single use and made of thin plastic that recyclers cannot profitably process. The second cause is infrastructure. In fast-growing coastal cities, waste collection has not kept pace with population growth: public bins are scarce, informal settlements often have no collection service at all, and canals become the default dumping ground, so the first heavy rain flushes accumulated rubbish straight into the river system and out to sea.
Solutions must therefore work at both ends. Governments should act at source by banning the least recyclable items, charging for bags and cups, and introducing extended producer responsibility, which makes manufacturers pay for the collection of their own packaging and gives them a powerful reason to redesign it. Taiwan and South Korea have cut waste sharply this way. At the same time, cities must invest in collection: more bins, regular services in poorer districts and floating barriers across canals, which have been shown to intercept a large share of debris before it reaches the sea. Deposit-return schemes for reusable containers close the loop by making returns worth money.
