Whether every lawbreaker belongs behind bars or whether minor offenders would be better dealt with through community service is a question that divides opinion sharply. In my view the answer depends on one thing above all: whether the offender presents a physical danger to others.
Those who favour imprisonment have serious arguments on their side. A custodial sentence physically removes dangerous people from the community, which no alternative punishment achieves. It also acts as a deterrent, since the prospect of losing one's freedom discourages calculated crimes such as fraud or trafficking. There is a moral dimension too: victims of violence reasonably expect the state to treat what happened to them as serious, and a fine or a few weekends of unpaid work can feel like an insult. Abolishing prison altogether would therefore remove both a protection and a signal.
For minor, non-violent offences, however, prison frequently makes matters worse. A short sentence for shoplifting or unpaid fines costs the offender a job, a home and sometimes a family, while placing them among experienced criminals for weeks. Unsurprisingly, reoffending rates after short sentences are consistently higher than after community-based penalties. Supervised unpaid work, by contrast, allows the offender to keep working, costs the taxpayer a fraction as much and lets them make amends visibly to the community they harmed, which is far closer to genuine rehabilitation.
In conclusion, I believe prison should be reserved for violent and repeat offenders, while those convicted of minor crimes should normally perform community service under supervision. Punishment ought to be chosen for what actually reduces future offending, not for how severe it looks.
