Responsibility for the environment is often framed as a choice between changing personal habits and forcing governments and corporations to act. While individual behaviour clearly matters, I believe the primary duty lies with those who control energy systems, industry and regulation.
The argument for personal responsibility is not weak. Millions of small decisions, such as eating less meat, taking public transport or refusing single-use plastic, add up to measurable reductions, and consumer demand exerts real pressure on producers: supermarkets redesigned packaging largely because shoppers complained about it. Citizens also shape policy through the ballot box, so shifting public attitudes is often what makes ambitious environmental legislation politically possible in the first place. In this sense individuals are not powerless at all.
Nevertheless, I side with the view that governments and large companies must shoulder the primary burden, because the largest sources of emissions lie entirely beyond individual control. Electricity generation, heavy industry, aviation and freight account for the bulk of the problem, and no household can choose how its national grid is powered or build a metro line to replace its daily commute. A person who wants to give up a motorbike in Hanoi first needs a rail system to switch to, which only the state can provide. Corporations, meanwhile, decide what is manufactured and how, so a single regulation on emissions standards achieves more than millions of well-intentioned gestures.
In conclusion, this is not really a choice between two parties. Governments and corporations must set the rules and build the infrastructure, since only then do individuals have genuinely green options available to choose from.
