| Conclusion | Chốt: nên đẩy mạnh không tiền mặt nhưng giữ tiền mặt là lựa chọn hợp pháp cho người cần. |
A number of countries are moving towards abandoning notes and coins entirely, with every payment made electronically. This shift brings clear efficiencies, but it also carries social and technical risks that deserve equal attention.
The advantages are considerable. Electronic payments settle instantly and cost far less to handle than cash, which must be printed, transported and guarded, and businesses save hours of counting and banking every week. Sweden and China have already moved most everyday transactions onto cards and phones with few complaints from ordinary consumers. Because each payment leaves a digital trail, going cashless also makes tax evasion considerably harder and removes the anonymity that underpins street-level crime, so governments have a fiscal as well as a practical motive.
The disadvantages fall unevenly, however, and this is what troubles me most. Those without a bank account or a smartphone, typically the elderly, the very poor and people in remote areas, would find themselves excluded from ordinary life, unable to buy food without help. A fully electronic system is also a single point of failure: a power cut, a network outage or a cyber-attack can halt commerce completely, whereas cash keeps working. Finally, when every purchase is recorded, financial privacy disappears entirely, giving banks and states an unprecedented view of private behaviour.
In conclusion, a cashless economy offers real gains in efficiency and transparency, yet abolishing cash altogether would penalise the most vulnerable and remove a valuable fallback. The wiser course is to encourage electronic payment while preserving cash as a legal option.
