Several major cities are now excluding privately owned cars from their central districts while making public transport free for residents. In my view the advantages of such schemes clearly outweigh the disadvantages, provided the alternative network is genuinely adequate.
The gains are substantial and immediate. Removing cars cuts the fine particulate pollution that causes respiratory disease, and it eliminates the greatest source of danger to pedestrians and cyclists, so streets become usable by children and the elderly again. Cities that have taken this step, such as Oslo and Pontevedra in Spain, recorded sharp falls in both accidents and emissions while reclaiming parking space for pavements and squares. Buses and trams also pick up speed once traffic disappears, which makes the free service reliable rather than merely cheap, and retailers in these districts generally report increased footfall.
There are undoubtedly losers, and the policy should not pretend otherwise. Residents of outlying areas with poor transport links, people with limited mobility and businesses that depend on deliveries all face genuine inconvenience. These problems, however, are largely surmountable: exemption permits for disabled drivers and delivery vehicles, park-and-ride facilities on the edge of the restricted zone and extended bus routes address most of them directly. The disruption is also concentrated in the first year, whereas the health and safety benefits accrue indefinitely.
In conclusion, banning private cars from city centres brings advantages that far outweigh its costs, so long as investment in public transport comes first. A ban imposed before the alternatives exist would simply punish those with fewest options.
