It is often claimed that protecting the environment is the responsibility of governments and large corporations rather than of ordinary people. I largely agree with the first half of this statement, but I reject the implication that individuals have no part to play.
The case for placing the main burden on institutions is strong. The largest sources of emissions — electricity generation, heavy industry, freight and aviation — lie entirely beyond household control, since no family can decide how the national grid is powered or build a railway to replace its commute. Corporations likewise determine what is manufactured, how far it travels and how it is packaged. A single regulation on vehicle emissions standards therefore achieves more in a week than millions of individual sacrifices achieve in a year, which is why the primary duty must rest with those who hold the levers.
Nevertheless, the word "rather" in the statement goes too far. Companies produce what consumers are willing to buy, and shifts in demand reshape entire industries: the rapid growth of electric vehicles and plant-based food began with consumer choices rather than with legislation. Citizens also elect the governments that pass environmental laws, and public pressure is usually what makes ambitious policy politically survivable. Individual action is thus less significant for direct emissions than for the pressure it creates on those who decide.
In conclusion, governments and corporations should indeed carry the main responsibility, because only they can change the systems that produce most pollution. Individuals, however, are not bystanders; their spending and their votes are what push institutions to act at all.
