| Introduction | Paraphrase + nêu quan điểm: ủng hộ nhưng kèm điều kiện. |
| Body 1 (Agree) | P: giá là đòn bẩy hành vi mạnh nhất · E: thuế nước ngọt ở Mexico, Anh làm giảm tiêu thụ và buộc hãng giảm đường · I: chi phí y tế do béo phì đang do toàn xã hội gánh nên đánh thuế là hợp lý. |
| Body 2 (Qualify) | P: nhưng thuế đánh nặng lên người thu nhập thấp · E: họ chi tỷ lệ thu nhập lớn hơn cho thực phẩm, lại ít lựa chọn thay thế · Ex: dùng tiền thuế trợ giá rau quả, bữa ăn học đường · I: khi đó chính sách mới vừa hiệu quả vừa công bằng. |
| Conclusion | Chốt: ủng hộ đánh thuế nếu toàn bộ nguồn thu quay lại làm thực phẩm lành mạnh rẻ hơn. |
It has been proposed that governments should tax fast food and sugary drinks in order to improve public health. I support this measure, provided the revenue is used to make healthy food more affordable rather than simply added to the budget.
The evidence for such taxes is stronger than critics admit. Price is the most reliable lever on everyday behaviour, and where levies have been introduced, consumption has fallen measurably: Mexico recorded a clear drop in sugary drink sales after its tax, and Britain's levy prompted manufacturers to cut sugar content so that their products fell below the threshold. That second effect matters most, because it improves what is on the shelf for everyone, including those who never change their habits. There is also a fairness argument, since the medical costs of diet-related illness are currently paid by all taxpayers rather than by the companies profiting from it, so a levy simply returns the cost to its source.
The main objection deserves a serious answer. Such taxes are regressive: poorer households spend a far larger share of their income on food, and in low-income neighbourhoods there is often little fresh produce available anyway, so a tax alone risks punishing people for a lack of alternatives. The solution is to ring-fence the revenue, using it to subsidise fruit and vegetables, fund free school meals and support shops in underserved areas.
In conclusion, I agree that taxing unhealthy food and drink is justified, both because it works and because it makes producers accountable. It is only defensible, however, if the money raised is spent making the healthy option the cheap option.
