Band 7.5-8.5 — Prevention or Cure?

Some people think health budgets should focus on preventing illness, while others believe the money should be spent on treatment for those who are already sick. Discuss both views and give your own opinion.

Health budgets are always stretched, and opinion divides over whether governments should prioritise preventing illness or treating it. Since no one may be left to die untreated, hospitals will always claim resources; nevertheless, I side with those who favour prevention.

The case for prioritising treatment is emotionally powerful. Patients in need are visible and immediate: a child with cancer or a worker injured in an accident cannot wait for long-term policies, and the first duty of any health system is to care for the sick in front of it. Advanced treatment also drives medical progress, producing the drugs and techniques that eventually benefit everyone. No government could face voters while ambulances waited for funding.

However, prevention saves more lives per dollar than any hospital can. Vaccination, clean water, tobacco taxes, sugar regulation and screening programmes stop disease before it starts, sparing people suffering that no treatment fully repairs. The economics are stark: treating lifestyle diseases such as diabetes and heart disease consumes a huge share of health spending, yet much of this burden is preventable through measures costing a fraction as much. Smoking rates in countries that taxed cigarettes and banned their advertising fell dramatically, preventing millions of cancers that hospitals would otherwise now be treating. Prevention also narrows health inequality, because the poor, who can least afford treatment, gain most when illness never arrives.

In conclusion, treatment will always be necessary and deserves proper funding, but a system that only repairs damage will eventually be overwhelmed by it. Prevention attacks illness at its source and multiplies the value of every unit of spending, so it should stand at the centre of health policy.
